A non-owner FR44 policy gives you the 100/300/50 liability the DHSMV wants, without insuring a specific vehicle. It covers you as a driver when you borrow a car or rent one. It does not pay to fix the car you are driving. That stays on the owner's policy or the rental company's waiver.
