Does my FR44 time keep running while I am on a hardship or business purpose license?

Yes, as long as your FR44 is actually on file and stays in force.

A Florida hardship license, sometimes called a business purpose only or BPO license, gives you limited driving privileges during your suspension period. It does not replace the FR44 requirement and it does not pause it. You still need FR-44 insurance to get one, because the state will not grant limited privileges to someone who has no financial responsibility filing on record.

What matters for your clock is that the filing is continuous. The requirement is served by keeping the FR44 in force without a gap, and driving on a hardship license during that period does not change that. What does change it is a lapse. If the policy cancels and the filing drops, the state is notified, and time stops counting until you get a new filing in place.

That is why we tell people not to let an FR44 policy lapse to save money mid-term. Every gap is time added to the back end of your requirement, and it usually costs more to restart than it saved.
