Does insurance rate go down with time if you still have to have an FR44?

The FR44 filing itself is not what sets your premium for three years in stone. The DUI, your record, and the 100/300/50 limits are.

So yes, the rate can change while the certificate is still on file. It is not guaranteed, and anyone posting a monthly number from their own policy is talking about their zip and their car, not yours.
