FR44 Insurance Orange County / Orlando: Theme Parks, Tourism & DUI Guide
Orange County is Central Florida’s most populous county — home to Orlando and the global tourism and hospitality economy anchored by Walt Disney World, Universal Studios, and SeaWorld. With 1.4 million residents, one of the world’s busiest airports (MCO), and a year-round tourist influx driving the hospitality industry workforce, Orange County produces one of Florida’s largest FR44 insurance markets. Here’s what Orange County residents and visitors need to know.
Jurisdiction: 9th Judicial Circuit
Orange County falls under the 9th Judicial Circuit, which also covers Osceola County. All DUI cases in Orange County are prosecuted at the Orange County Courthouse in downtown Orlando. The 9th Circuit handles one of the highest volumes of DUI cases in Florida given Orlando’s size and tourism economy.

Orlando: DUI Enforcement by Zone
Downtown Orlando
Orlando’s downtown entertainment district is concentrated on Orange Avenue (especially the Church Street Station area) and Wall Street Plaza. The Orange Ave corridor from Church Street to Colonial Drive is Orange County’s highest-density downtown DUI enforcement zone. LYNX bus service from downtown reduces but doesn’t eliminate driving.
International Drive (I-Drive)
International Drive is the theme park corridor — a 11-mile commercial strip between Universal Studios to the north and Walt Disney World to the south. The I-Drive resort area has hundreds of restaurants, bars, and entertainment venues. SR-528 (Beachline Expressway), I-4, and the I-Drive connector roads generate significant DUI enforcement from tourists who combine resort entertainment with driving. The I-Ride Trolley provides limited transit on I-Drive but doesn’t serve all resort areas.
UCF / East Orange
University of Central Florida (72,000+ students — the largest university in the US by enrollment) generates significant east Orange County enforcement. Alafaya Trail (SR-426) through the UCF area, University Boulevard (SR-50), and the Waterford Lakes / Avalon Park corridors are primary enforcement zones. UCF football game days generate surge enforcement on North Alafaya Trail and SR-528.
The Theme Park DUI Problem
Orange County’s theme park economy creates a distinctive FR44 situation. A significant proportion of Orange County DUI arrests involve:
- Resort workers: Hospitality industry workers (hotels, restaurants, theme parks) who live throughout Orange County and drive home from late-night shifts after dining or drinking on their off-time
- Out-of-state tourists: Visitors to Disney World, Universal, or SeaWorld who rent a car, consume alcohol at resort bars, and drive back to their hotel — triggering the dual-state FR44+SR22 obligation
- Convention center traffic: Orange County Convention Center (second-largest in the US) generates business traveler DUI activity on I-Drive during major conventions
FR44 Process After an Orange County DUI
- DUI arrest → FLHSMV administrative suspension; 10-day temporary permit
- Request formal review hearing within 10 days if contesting suspension
- Complete 6-month suspension (first DUI; 1 year second within 5 years)
- Complete DUI school at approved Orange County / Orlando provider
- Obtain FR44 insurance with 100/300/50 minimums
- Insurer files FR44 electronically with FLHSMV
- Pay reinstatement fees; maintain FR44 for 3 years from reinstatement
SunRail and Transit: Limited But Growing
Orlando’s SunRail commuter rail connects downtown Orlando to Sanford (north) and Kissimmee/Poinciana (south), with stations in Winter Park, Maitland, and other suburbs. LYNX bus covers the metro area. For residents near SunRail stations, non-owner FR44 may be a viable option during the suspension period.
Communities in Orange County
- Orlando — county seat, downtown, I-Drive corridor, 9th Circuit courthouse
- Kissimmee — technically Osceola County, but US-192 tourism extends into Orange
- Winter Park — affluent Park Avenue corridor, Rollins College
- Maitland — SunRail station, US-17-92 corridor
- Apopka — SR-441, Rock Springs/Wekiva Springs NW Orange
- Ocoee / Winter Garden / Oakland — west Orange corridor, SR-50
- UCF / Oviedo / Waterford Lakes — east Orange corridor
- Horizon West — fast-growing SW Orange planned community
Orange County’s tourism economy makes it genuinely unique among Florida’s FR44 markets — a significant share of cases involve out-of-state visitors who need both Florida FR44 and home-state SR22, often while navigating an unfamiliar legal system. For residents, the 10-day FLHSMV review window is the same as everywhere in Florida — it remains the most critical first step regardless of circumstances.
